In the Piazza Kobe arcade under the JR tracks, two minutes from Hankyu's west exit, Ruu-chan runs on a beautiful principle: a whole tier of the menu costs ¥380. The daily sashimi changes with the market, the hormone-and-beansprout 'bomb' stir-fry is what everyone orders second, and the premium tripe with ponzu is better than anything ¥380 has a right to be.
It's standing only, brighter and friendlier than the genre usually allows, with a ledge down at foot level — a small detail that tells you they've thought about you. Cash only.
If Kobe senbero held a graduation exam, the venue would be here. The original Stand Sanji is next door when you're ready for the second leg.
